The CAAM Motorcycle Chapter's 5th session of the 4th director-general office meeting was held on the morning of April 22 in Beijing. The meeting was mainly about about the implementation situation of the national III standards in the industry and the problems that the industry will face in the latter half of 2010 after the implementation of national III; the suggestions on the national III products' market supervision and regulation was also discussed.
Wang Dawei, the Director General of the Motorcycle Chapter, chaired the meeting; Li Bin, the Secretary General of the Motorcycle Chapter, gave a work report on the state environment protection department 'national III coordination', motorcycle consumption tax, the subsidy programme for motorcycles sold in rural areas, trading old motorcycles for new ones and the solutions for cities' bans on motorcycles. The meeting pointed out that the implementation of the national III standard is an important measure to develop low carbon economy in the industry and achieve the industrial structure's adjustment. The industry should take this as a turning point to accelerate its upgrade process and make specific measures for the national III standards' implementation based on the guidelines provided by the national III coordination; enterprises in the industry should make solemn commitment for the implementation of the national III standards and the achievement of the goal of saving energy and reducing emissions.
The meeting identified that the motorcycle chapter had achieved important findings and staged achievements in the past half year. What deserves mentioning is that the state environment protection department held the 'national III coordination' in accordance to the motorcycle chapter's 'report on the prolonging elimination of the national II motorcycle products in stock'; this meeting played an important role in the Chinese motorcycle industry to achieve a smooth transition into the national III and the sound development of the industry. In terms of the work on consumption tax and the subsidy programme for the purchasing of motorcycles in rural areas, the motorcycle chapter fully played its role of bridge to safeguard the Chinese motorcycle industry's vital interests and expand the Chinese motorcycle industry's influence.
The meeting agreed on the Secretariat's proposal of the institutionalised and scientific way of communicating with the government in the future; the motorcycle chapter should express its opinions actively on the important problems related to the industry's development at the early stage of the release of the national policy, enhance communication with government authorities and promote the sustainable development of the Chinese motorcycle industry.
The meeting stressed that necessary supervision for production site and market is a must for the implementation of the national III standards apart from the enterprises' self-discipline; meanwhile, the supervision must be institutionalised and normalised so as to guarantee the full implementation of the national III standards and protect the legitimate rights and interests of those enterprises which operate in accordance to the national III standards. The meeting held that the making of the supervision and regulation measures for the national III products must be just and fair and all enterprises big and small are treated equally; it's suggested that this job should be done with the joint efforts of the motorcycle chapter and the related state authorities and make the national III supervision and regulation polices.
Dong Yang, the CAAM standing vice-president and secretary general, and others met the representatives of the motorcycle chapter. Dong Yang expressed that the motorcycle chapter had made great achievements in recent years and CAAM fully affirmed motorcycle chapter's work; CAAM will give more support for the motorcycle chapter's work in the future.
The meeting considered the bill for joining the Federation of Asian Motorcycle Industries and discussed about the three motions put forward by the vice director general Zuo Zongshen about the three important problems in the industry.
